Our performance management framework is built around a simple Plan–Do–Check–Act cycle. It provides a hierarchy of plans, centred on SMART objectives, to specify what is to be delivered at each level of management. These are coupled with clear means of monitoring and reporting performance to allow decisionsto be made in a timely manner. This ensures necessary corrective management action can be taken to ensure planned targets are achieved. The framework has the following features:
• Delivery management is delegated to the lowest sensible level, allowing senior managers to focus on key issues rather than struggle with detail. • Objectives are cascaded ‘top down’, but reconciled ‘bottom up’ to ensure planning realism and in order to actively manage inter-dependencies. • The ‘Golden Thread’ linking organisational strategic objectives to individual performance objectives is established. • Monitoring and reporting processes and tools are designed in from the out-set. • Proactive management is encouraged.
